Augmentation significative de l’activité du système des règlements bruts du Maroc (SRBM) en 2022

L’activité du système de règlement brut au Maroc (SRBM) a enregistré en 2022 une augmentation de 24,1% du nombre d’ordres de paiement des participants directs, selon Bank Al-Maghrib (BAM). Selon les données publiées par la Banque centrale, ce nombre est passé de 220 780 opérations réalisées en 2021 pour un montant de 4 981 milliards de dirhams à 274 039 opérations réalisées en 2022 pour un montant de 5,941 milliards de dirhams. “Cette évolution est la conséquence d’une augmentation à la fois des virements pour compte de la clientèle (24,6%) et des virements interbancaires (23,3%),” a expliqué la Banque dans son Rapport annuel sur les infrastructures des marchés financiers et les moyens de paiement, leur surveillance et l’inclusion financière – Exercice 2022. According to this recently released document, at the end of the past year, interbank transfers accounted for 35% in terms of the volume of direct participant payment orders, reflecting a 23.3% increase, thus shifting from 77,087 payment orders in 2021 to 95,031 in 2022. The report from BAM specifies that “their overall value stood at 3,652 billion dirhams in 2022 against 3,193 billion dirhams in 2021, representing an increase of 14.4% compared to the previous year.” According to Bank Al-Maghrib, during the same year, customer account transfers continued to increase compared to previous years. They went from 143,693 payment orders in 2021 to 179,008 in 2022, representing an increase of 24.6%. According to the figures, “the total value of these orders stood at 2,289 billion dirhams in 2022 against 1,788 billion dirhams in 2021, representing a significant increase of 28%,” as highlighted in the report. As a reminder, the central bank emphasizes that the SRBM also ensures the daily settlement of operations and net balances resulting from the multilateral clearing of all exogenous systems. According to the public institution, “At the end of 2022, the total volume of settlements of operations and net balances resulting from the multilateral clearing of all exogenous systems rose by 19%.” The data collected indeed shows that it amounted to 15,650 billion dirhams instead of 13,112 billion dirhams recorded at the end of the previous year. It is also important to note that during the past year, the rejection rate of operations at the SRBM level, due to the unavailability or insufficient provision in the central settlement accounts of order-giving participants, remained very low. According to BAM, it recorded a monthly average of 0.02% in number and 0.04% in volume. Furthermore, Bank Al-Maghrib affirms that “no major technical incidents occurred at the SRBM system level and all indicators recorded a monthly average value in line with the requirements defined in the SRBM service contract,” indicating consequently that the average annual system availability rate for the year 2022 stood at 99.96%. As for the technical platform switch operations of the SRBM from the main data center to the backup and vice versa, the institution assures that they took place successfully in accordance with the initially established planning. As a reminder, an upgrade project for the SRBM system had been launched at the end of 2021. Among other objectives, the project aimed to bring this system into compliance with the new SWIFT MX ISO20022 exchange standard; the review of the application and technical architecture of the solution in active/active mode through national hosting as well as the adoption of new technologies and the integration of new features and new business needs. As part of the same project, a business specification for the new solution had been developed and communicated to the system editor, and then discussed in various technical-functional workshops, the Bank stated.
