According to a decree published on Thursday, July 13th in the Official Journal, parental control will be activated by default on devices allowing internet access starting in July 2024. It will apply to smartphones, computers, televisions, and gaming consoles. The main objective of the law is to protect minors from pornographic content circulated on the internet. The aim is also to facilitate the use of parental control tools.
This provision comes from a bill proposed by Member of Parliament Bruno Studer (Renaissance), supported by the government and adopted in March 2022.
Manufacturers will have to install a parental control device on all equipment sold on the French market, according to ANFR, the frequency regulation agency. It will be responsible for verifying the conformity of the terminals. “The activation of this device must be offered for free to the user during the initial setup of the equipment,” the agency specifies.

ANFR “will be able to take equipment samples in places of sale”. And in case of non-compliance, “take certain measures against manufacturers and distributors.”
The agency will provide a market report that it will publish “by the end of the year”.
