North Korea’s Party Congress Solidifies Kim Jong Un’s Power, Nuclear Ambitions

PYONGYANG, North Korea – North Korea’s recent Ninth Congress of the Workers’ Party, held February 19-25, has reinforced Kim Jong Un’s grip on power and signaled a continued commitment to the country’s nuclear weapons program, according to analysis from Cho Young-ki, secretary general of the Korea Foundation for the Advancement of the Korean Peninsula.

The congress, convened every five years, is the highest decision-making body of the ruling party. While ostensibly a forum for deliberation, experts say it largely serves to ratify decisions already made by Kim and his inner circle. Approximately 5,000 delegates attended this year’s meeting.

Kim Jong Un declared the past five years had yielded “economic achievements worthy of pride,” despite both domestic and international challenges. He also asserted North Korea’s permanent status as a nuclear power and pledged to focus on economic development under a “people-first” principle in the coming five-year period.

However, Kim simultaneously adopted a hard line on inter-Korean relations, dismissing reconciliation efforts from Seoul and reiterating the importance of nuclear deterrence. He did leave the door open for potential negotiations with the United States, but only if Washington alters what Pyongyang considers a “hostile policy.” This echoes a statement made by Kim Jong Un in February 2026, as reported by the Associated Press [1].

A key outcome of the congress was the renewed emphasis on the “Five-Point Party Building Line,” initially proposed in 2022 and formalized in 2023. This line focuses on strengthening political, organizational, ideological, disciplinary, and work-style controls within the party, effectively tightening Kim’s centralized authority.

The congress also saw personnel changes within the leadership. The Political Bureau Standing Committee expanded from four to five members, with Kim’s sister, Kim Yo Jong, reinstated and promoted – a move analysts say reinforces a patronage system around the leader. Twenty-three of 39 executive members were replaced in what’s being described as a generational reshuffle, with senior official Choe Ryong Hae stepping back from a prominent role.

Cho argues that the congress underscores North Korea’s unwillingness to abandon its nuclear arsenal and signals a hardening of its stance toward South Korea. He contends that decades of South Korean efforts to persuade Pyongyang to denuclearize through goodwill and dialogue have been based on flawed assumptions [3].

The regime’s sensitivity to outside information was also highlighted, with Cho pointing to recent North Korean laws aimed at blocking foreign cultural and ideological influence. He emphasized the importance of expanding access to outside information for North Korean citizens, believing it could foster independent thought and action.

This congress, held at the April 25 House of Culture in Pyongyang [2], represents a continuation of Kim Jong Un’s strategy to consolidate power and maintain North Korea’s nuclear capabilities, presenting ongoing challenges to regional security and international diplomacy.
