Trump Announces Post-Conflict Gaza Plan, Names Egyptian Intelligence Chief to Key Role

GAZA STRIP – Former U.S. President Donald Trump has unveiled a comprehensive plan for the transition of the Gaza Strip following the recent conflict, establishing an international security force and two oversight boards. The initiative, formalized under United Nations Security Council Resolution 2803 (2025), aims to stabilize the region, facilitate reconstruction, and ensure the delivery of humanitarian aid.

A central component of the plan is the International Stabilization Force (ISF), which will be led by Major General Jasper Jeffers. The White House stated the ISF will oversee security operations, support the demilitarization of Gaza, and safeguard the flow of essential supplies.

Notably, Major General Hassan Rashad, head of the Egyptian General Intelligence Service (GIS), has been appointed to the newly formed Gaza Executive Board. Egypt has historically played a crucial mediating role in the Israeli-Palestinian conflict, and Rashad’s inclusion signals a continued commitment to regional stability. The appointment underscores the importance of regional cooperation in the long-term success of the plan.

“The United States remains fully committed to this framework in partnership with Israel and key Arab nations,” the White House said in a statement.

The transition will be overseen by the Board of Peace, chaired by Trump himself. A founding Executive Board has been assembled, comprised of a diverse group of international figures including U.S. Secretary of State Marco Rubio, Jared Kushner, Sir Tony Blair, World Bank President Ajay Banga, and prominent business leaders Steve Witkoff and Marc Rowan, alongside Robert Gabriel.

On the ground, the National Committee for the Administration of Gaza (NCAG) will manage the restoration of public services and the rebuilding of civil institutions. Dr. Ali Sha’ath, a respected technocrat, will lead the NCAG, supported by Nickolay Mladenov, who will serve as the primary liaison between the Board of Peace and local administration.

The Gaza Executive Board, which includes Rashad, also features representatives from key regional players: Turkey’s Minister Hakan Fidan, the UAE’s Minister Reem Al-Hashimy, Ali Al-Thawadi, Sir Tony Blair, Jared Kushner, Marc Rowan, Steve Witkoff, Nickolay Mladenov, Yakir Gabay, and Sigrid Kaag.

The plan, dubbed the “Comprehensive Plan to End the Gaza Conflict,” is unfolding in phases. This announcement marks the beginning of Phase Two, following a ceasefire agreement brokered earlier this year. The scale of the reconstruction effort is immense. According to UN estimates, over 60% of Gaza’s infrastructure has been damaged or destroyed during the conflict, impacting over 2 million residents. The World Bank has pledged initial funding, but a sustained international effort will be required to address the long-term needs of the population.

The success of this plan hinges on the cooperation of all parties involved, including Palestinian factions, who recently met in Cairo to discuss the next steps in the ceasefire process. The international community will be closely watching the implementation of this ambitious initiative, hoping it will pave the way for a lasting peace in the region.
