Starmer Memo Reveals Tensions with Devolved Nations, Fuels Welsh Election Uncertainty

LONDON – A leaked memo reveals that Labour leader Keir Starmer cautioned his cabinet against being “overly deferential” to the governments in Wales, Scotland, and Northern Ireland, signaling a potential shift in approach to devolved powers within the United Kingdom. The document, obtained by Plaid Cymru and published Tuesday, underscores growing friction between Westminster and regional administrations, particularly as crucial elections loom in Wales.

The memo, dated December, came shortly after Welsh Labour members of the Senedd publicly criticized Starmer’s government for what they perceived as a rollback of devolution powers. A letter signed by a third of Welsh Labour Senedd members described a recent funding decision as “at best deeply insensitive, at worst a constitutional outrage.” The concerns extended to a perceived lack of progress in devolving further functions to Wales, including areas like justice, policing, and the Crown Estate – issues central to Labour’s own policy platform.

Starmer’s memo argued that an approach that is “overly deferential or laissez-faire” to the governments in Edinburgh, Cardiff, and Belfast would “almost inevitably create political challenges or missed positive opportunities.” He emphasized the importance of making spending decisions “even when devolved governments may oppose this.”

The leak has ignited a political firestorm in Wales, where First Minister Eluned Morgan defended the need for a “respectful relationship” with Westminster. However, Rhun ap Iorwerth, leader of Plaid Cymru, seized on the memo, comparing Starmer’s stance to “Boris Johnson’s muscular unionism” and accusing Morgan of consistently aligning herself with the UK Labour leader at the expense of her own administration.

Downing Street responded with a statement affirming its commitment to “deliver for people across all four nations of the UK,” while acknowledging the existing division of governmental responsibilities.

The timing of the leak is particularly sensitive as Welsh Labour faces a challenging electoral landscape. After 26 years in power, the party is currently polling third or even fourth in May’s Senedd elections. Analysts predict a potential end to a century of Labour dominance in Wales, with Plaid Cymru likely to form the next government and Reform UK poised to become the official opposition.

Starmer himself acknowledged the significance of the upcoming Welsh and Scottish elections, stating in the memo that their outcome would have a “significant impact on how we govern at UK level in the second half of parliament.” The memo suggests a heightened awareness within the Labour leadership of the potential for regional election results to constrain its policy agenda in Westminster.
