There will be no rent cancellation in Bobigny. The measure, voted by the previous majority in the middle of the coronavirus crisis and then deemed illegal by the prefecture, will be definitively abandoned by the new team, announces the mayor, Abdel Sadi (PCF). “We bury this electoral masquerade announced with great communication reinforcement by our predecessors, a few weeks before the second round,” tackles the new councilor, winner on June 28, with 55.28 % of the votes before Christian Bartholmé, head of the list of the outgoing majority UDI.
This measure had been presented as a “first in France”. On April 23, the city of Bobigny, then led by a UDI majority in difficulty at the end of the first round of the municipal elections, undertook to cancel all the rents in April for the 4,000 tenants of its Public Office for Housing (OPH). Official objective, to make the cost of the health and social crisis less unbearable to disadvantaged households in the city, some of which have lost their jobs or part of their income.
“Everyone was against it, starting with the OPH”
Total cost of the measure: € 1.3 million, partly funded by an exceptional subsidy voted during the last municipal council.
Except that the municipality had come up against the OPH itself, then to the prefecture, which estimated, on June 26, that “this measure was an excessive attack on the principle of equal access to the public service and would therefore be illegal”, according to a letter written by the prefect of Seine-Saint-Denis, Georges-François Leclerc, addressed to the old municipality. And, it is therefore now official, the new municipal team will not put such a measure on the table.
“Everyone was against, starting with the OPH which we knew was in great financial difficulty, that he would not have the means to finance a measure which, in addition to being electoral, was also inapplicable and unequal! Because in the lot of the tenants concerned, some are very precarious, but others have no problem to settle their rent, ”says Abdel Sadi. Who gives a layer: “It’s simple: the UDI was dropped in the first round of the municipal elections, they took out from their hat a measure that said: On race free ! »
When defending this idea, Christian Bartholmé justified this cancellation of rents by the cataclysm of the COVVI-19 crisis. “In three months, the OPH lost the equivalent of a month of rent,” he said in mid-May. The urgency is there! »»
“We all knew, deep down, that it was absolutely impossible to hold for the city”
And he defended himself from all electoralism: “In all town halls, even in those where elected officials won in the first round, the teams made exceptional decisions to help their inhabitants during this epidemic. So yes, some will say that we could have refined the device so that they only benefit from those who really need it. But if the OPH had to scrink 4,000 tenant files, nothing would have been done before December! People need help now. »»
On the side of the inhabitants, the decision of the new municipality is not a surprise. “We all knew, at the bottom of us, that it was absolutely impossible to hold for the city and especially for the OPH, and that some elected officials did it to scratch votes in the neighborhoods”, Ton Ammar Mandja, representative of the Association of the tenants of the Salvador-Allende and Chemin-Vert cities, properties of the social landlord.
“Unfortunately, he adds, some residents believed in it and bet on it.” Result: “By not paying for their April rent at the right time, they found themselves, once the measure was rebuilt by the prefecture, forced to pay two rents at once! »»
This Wednesday, the tenants of the Bobigny OPH received a letter from the Management confirming that the April rents would be due, and that none would be canceled. Recalling the opposition of the State to this system deemed unmanageable, the OPH also says it is “aware of the difficulties generated, both by the context of crisis and by the hopes that this promise could give rise to”.
For his part, Abdel Sadi asserts that the tenants of Bobigny are not “a second time”. But confirms, with regard to the economic difficulties created by the COVVI-19 crisis, that aid will be implemented. “Some already exist,” he says, in reference to the exceptional help fund of € 2 million in payment of rents, voted this Wednesday by the Departmental Council. “This is a real decision, concrete and applicable,” concludes the new mayor of Bobigny.

Annulation des loyers à Bobigny : Décision annulée et polémiques
