UAE Adjusts School Entry Rules for British Curriculum, Aiming for Equitable Access
DUBAI, United Arab Emirates – The United Arab Emirates’ Ministry of Education has announced revisions to its Foundation Stage admission criteria for schools following the British curriculum, effective the 2026-2027 academic year. The changes address concerns about age cut-offs and aim to ensure all children have a fair opportunity to begin their education when they are developmentally ready.
The shift stems from a previous extension of the school admission age cut-off date, moving it from August 31st to December 31st. This meant eligibility was determined by the admission year, rather than the start of the academic year itself. The new regulations specifically address children born between September 1st and December 31st.
Under the revised framework, children born within this period who haven’t reached the age of three by the academic year’s start will undergo a readiness assessment. This assessment, conducted by the school in collaboration with parents, will determine whether the child is prepared to join Foundation Stage 1 (FS1). If deemed ready, they will enroll; otherwise, enrollment will be deferred to the following academic year. The Ministry has confirmed this process will be applied annually.
“These adjustments are about ensuring children aren’t rushed into formal education before they’re truly prepared,” explains Dr. Layla Al-Hasan, an educational psychologist based in Dubai, who wasn’t directly involved in the policy change but has been following the discussions. “Developmental readiness is crucial for a positive learning experience.”
A one-time transitional provision is also in place for children born between September 1, 2022, and December 31, 2022, who are currently not enrolled in any educational system. For these students, schools and parents will jointly decide, based on the school’s readiness assessment, whether FS1 or FS2 is the more appropriate starting point during the 2026-2027 academic year.
The Ministry has emphasized that once a child is placed in a grade, transfers to other grades will not be permitted, making the initial placement decision a significant one. This underscores the importance of a thorough and collaborative assessment process.
The changes aren’t limited to the British curriculum. The Ministry also clarified the situation for children born between September 1st and December 31st, 2021, who were previously ineligible for enrollment in the 2025-2026 academic year. These students will now be able to register for Kindergarten 1 in the 2026-2027 academic year.
The UAE’s move reflects a growing international trend towards prioritizing child development and individualized learning pathways. According to UNESCO data, a growing number of countries are re-evaluating traditional age-based entry requirements to better align with children’s cognitive and social-emotional development.
The Ministry of Education stated that the revisions are intended to foster equal opportunities and support the educational and social readiness of all students.
