Putin Bestows Russia’s Highest Honor on Deputy Prime Minister Manturov
Moscow – President Vladimir Putin has awarded the title of Hero of Russia to First Deputy Prime Minister Denis Manturov, officials announced this week. The recognition comes as Manturov’s influence within the Kremlin has grown alongside Russia’s focus on military production and navigating Western sanctions.
Chechen leader Ramzan Kadyrov first revealed the honor on his Telegram channel Monday, congratulating Manturov on his 57th birthday. “By presidential decree, Denis Valentinovich has been awarded the highest title of ‘Hero of Russia’,” Kadyrov wrote. Kadyrov himself received the title in 2004.
While typically reserved for acts of bravery in military service, anonymous sources cited by government-linked Telegram channels suggest Manturov was recognized for “Russia’s defense industry successes proven during the special military operation [in Ukraine] and on the international stage.”
The award’s significance is underscored by the fact that a formal presidential decree confirming Manturov’s Hero of Russia title had not been officially published as of Wednesday evening. However, during an annual meeting of Russia’s National Guard (Rosgvardia) on Wednesday, Director Viktor Zolotov introduced Manturov as a “Hero of Russia,” signaling official acknowledgement.
Manturov’s rise within the government reflects a broader shift in priorities. Previously serving as Industry and Trade Minister, he was promoted to his current post in May 2024. This coincided with a concerted effort to bolster military production amid the ongoing conflict in Ukraine and to adapt Russia’s trade relationships in response to international sanctions.
The Moscow Times, which reported on the award, has faced increasing pressure from the Russian government, being designated as an “undesirable” organization and labeled a “foreign agent.” The outlet continues to report on developments within Russia despite these challenges.
