Panama Faces Chinese Ire After Cancelling Hutchison Ports Contract
Panama City, Panama – Panama is facing strong condemnation from China after its Supreme Court annulled a contract with CK Hutchison, a Hong Kong-based firm, to operate two strategically vital ports on the Panama Canal. The ruling, delivered last week, has sparked a diplomatic row and raised concerns about the future of international trade and investment in the region.
The Panamanian court’s decision followed months of pressure from the United States, including direct threats from former President Donald Trump to seize control of the canal, alleging Chinese influence over the waterway posed a national security risk. The canal, handling approximately 40% of US container traffic and 5% of global trade, remains a critical artery for international commerce. Its original construction was funded by the US, which maintained operational control for a century before transferring it to Panama in 1999.
China’s Hong Kong and Macau Affairs Office (HKMAO) labelled the court’s decision “absurd, shameful and pathetic,” asserting it “ignored the facts, breached trust, and seriously damaged the legitimate rights and interests of enterprises in Hong Kong.” The HKMAO warned Panama would “pay heavy prices both politically and economically” if it proceeded with the ruling. The statement further accused an unnamed country of employing “bullying tactics” and alleged Panama had “willingly succumbed” to hegemonic power.
CK Hutchison has initiated international arbitration proceedings against Panama, stating its board “strongly disagrees with the determination and corresponding actions.” The company affirmed it is pursuing all available legal avenues.
The annulment of the contract has prompted a swift response from Panama’s Maritime Authority (AMP), which announced Danish shipping giant Maersk would temporarily assume operations of the affected ports.
The US, meanwhile, has welcomed the decision. John Moolenaar, chairman of the US House Select Committee on China, hailed the court’s ruling as a “win for America.”
The dispute underscores the escalating geopolitical competition between the US and China for influence in Latin America. Experts suggest the situation highlights Panama’s delicate balancing act between maintaining strong economic ties with China – a major user of the canal – and its long-standing security alliance with the United States.
“This isn’t just about a port contract; it’s about the broader struggle for influence in a strategically important region,” says Dr. Isabella Rodriguez, a political science professor specializing in US-Latin American relations at Georgetown University. “Panama is caught in the middle, and the consequences of this decision could be far-reaching.”
The Panamanian government has yet to issue a formal response to China’s warning. The situation remains fluid, with the potential to further strain relations between the involved parties and disrupt global trade flows.
