The vote took place this Wednesday evening at the Board of Directors of the Public Housing Office (OPH) in Bobigny, in a tense climate. A majority of administrators acted the exemption from the rents in April (excluding charges), for the 4,000 households in the social park. Objective: to help modest families impacted by confinement.

Notable fact: the president of the OPH, Jonathan Berrebi, member of the municipal majority, voted in favor of the exemption. The latter-who did not wish to answer our questions-had nevertheless expressed serious doubts about the merits of this measure, in a letter to the tenants in April. In particular, there was mentioned the complicated financial situation of the OPH, in the middle of a recovery plan.

The city will pay € 800,000

Arrived “late, headlong” according to one of the participants, he seems to have remained behind during the meeting, leaving the outgoing mayor Stéphane de Paoli (UDI) himself presenting the deliberation. “We have repeatedly asked Mr. Berrebi what he thought of the measure, but he elected the question,” said an administrator.

The deliberation voted Wednesday evening act on Wednesday evening, according to the document which Le Parisien became aware, an “exemption from the rents of the April perceived by the OPH” in the form “of a reimbursement of the sums left by the tenants”. She specifies that the city of Bobigny undertakes to pay an “exceptional subsidy of € 800,000” to the office by the end of June. “This represents almost two thirds of the financing of this measure which amounts to just over 1.3M euros,” specifies Christian Bartholmé, 1st deputy (UDI) also a candidate for the municipal elections.

The deliberation was voted by a majority of administrators … but without the votes of the CGT administrator, representatives of CAF and housing action, who abstained. The Director General of the OPH, who usually attended the board of directors, was absent in Reunion.

CNL representatives for their part refused to take part in the vote, denouncing an “operation which is more like electoral propaganda than a real solidarity measure for tenants”.

“The cost of this exemption will necessarily affect elsewhere”

On the side of the CGT, we are also indignant. “The tenants say to themselves: great, we’re not going to pay. Except that they will pay anyway, since the cost of this exemption will necessarily affect elsewhere, on charges, maintenance ”, storm Nadia Giunta, union delegate within the OPH.

The subsidy will still have to be voted in good and due to a municipal council. According to Christian Bartholmé, he should be held on June 3.

Nothing says yet if this spectacular measure, announced last month by the municipality (UDI), will be well implemented. It will indeed be necessary, specifies the deliberation voted on Wednesday evening, that it passes in particular the control of legality of the prefect. This promises to be rather badly: the representative of the State indeed considers that this board of directors should not have been held, the convening deadlines have not been respected.

“People need help now”

In a letter dated May 20 addressed to the president of the office that Le Parisien was able to consult, the prefect of Seine-Saint-Denis asked him to postpone the board of directors “for a reason for form”. “It was up to you to provide a period of 10 days between the summons and the examination of the deliberation registered on the agenda,” said the mail.

“In the event of an emergency, this period is reduced to 3 days,” specifies Christian Bartholmé, also a candidate (UDI) in the municipal elections. We are going through an exceptional health crisis. The elected official, who arrived in second position in the 1st round of the municipal elections, defends himself from any electoral decision. “In all town halls, even in those where elected officials won in the 1st round, the teams made exceptional decisions to help their inhabitants during this epidemic.
