Le comté de Milwaukee commence à exercer des pressions sur l’État, demandant des fonds en vertu de la CARES Act, qui étaient initialement destinés au comté de Milwaukee, mais à cause de la réglementation au niveau fédéral, il s’est retrouvé dans les coffres de l’État.

Dans une déclaration commune, le comté exécutif David Crowley et présidente du conseil du comté Marcelia Nicholson a appelé l’État à transférer 103 millions de dollars dans le comté.

En vertu de la loi CARES, le comté de Milwaukee s’est vu attribuer 165 millions de dollars pour les coûts «essentiellement consacrés» à l’atténuation ou à la réponse à la pandémie de COVID-19. Mais les changements dans l’élaboration des règles quant à la façon dont les allocations ont été calculées par le département américain du Trésor n’ont laissé au comté que 62 millions de dollars, selon Joe Lamers, directeur du Bureau de la performance, de la stratégie et du budget du comté. Les 103 millions de dollars restants ont été ajoutés à l’allocation de 2 milliards de dollars de l’État.

À l’heure actuelle, le comté doit assumer un certain nombre de coûts liés à la pandémie. Ces coûts sont directement appliqués aux budgets des départements, rongeant les recettes mises de côté pour les opérations normales du comté de Milwaukee. Les premières projections montrent que le coût du COVID-19 pour le comté pourrait atteindre 450 millions de dollars.

Le comté a besoin de ces 103 millions de dollars, a déclaré Crowley, pour “continuer à fournir les services essentiels que le comté de Milwaukee fournit pendant cette pandémie.” Si le comté ne le reçoit pas, “nous allons devoir prendre des décisions difficiles”, a-t-il ajouté.

Depuis le début de la pandémie, le comté a engagé environ 40 millions de dollars en coûts directs. Récemment, l’administration a saisi le conseil du comté pour demander la reconnaissance dans les livres du comté du financement de 20 millions de dollars prévu par la loi CARES, qui peut être appliqué aux coûts directs que le comté a déjà engagés ou subira dans un proche avenir.

Ces coûts résultent en grande partie de l’achat d’équipement de protection individuelle (EPI), de la prime de risque, du nettoyage et de la désinfection, de la reconfiguration des opérations du comté et de la réouverture des opérations du comté qui ont été fermées au début de la pandémie. Lamers a déclaré que des estimations récentes indiquent que le comté pourrait dépenser entre 15 et 20 millions de dollars en EPI uniquement en 2020.

“Nous ne savons même pas si les 62 millions de dollars seront suffisants pour couvrir ces coûts directs liés”, a déclaré Lamers au conseil de comté.

C’est pourquoi, a déclaré Crowley, “nous allons continuer de nous appuyer sur le gouverneur et nos membres du Congrès fédéral pour ramener autant de ressources, afin que nous puissions continuer à fournir ces services.”
